Is that covered by the owner of the airplane or do they need to have their own personal insurance?

Someone told me a few years back that he dident try anything because he wanted to be a commercial airplane pilot and said that before you can get a license you get a spinal tap to test if you have ever did LSD and if you did you would be denied access. So, true?
